O prefeito Fuad Noman sancionou nesta sexta-feira (01/07) o projeto de lei que estabelece o pagamento de subsídio mensal para o transporte coletivo convencional e suplementar em Belo Horizonte. O projeto de lei foi construído a partir de ampla discussão entre a Prefeitura de Belo Horizonte, Câmara Municipal e as entidades que representam as empresas de transporte coletivo que servem à Capital. O texto da legislação será publicado na edição de sábado (02/07) do Diário Oficial do Município (DOM), quando terá início o prazo de 10 dias para a regulamentação – o que será feito por meio de decretos e portarias.
Nesse período de 10 dias após a sanção da legislação, a Prefeitura de Belo Horizonte irá trabalhar na sua regulamentação e as empresas de transporte coletivo irão usar esse tempo para se preparar para atender, de início, o aumento em 15% do número de viagens ofertadas para a população. A PBH estima que o primeiro repasse de verbas para as empresas de ônibus poderá ser feito na segunda semana de julho, uma vez cumpridas as condições estabelecidas na regulamentação, tais como a extinção de processos judiciais, normatização da não expiração dos créditos de passagens e a revalidação sem ônus para o usuário.
As linhas convencionais receberão R$ 90 milhões (parcelas retroativas ao período de abril a junho) e as suplementares R$ 4,371 milhões (parcelas de abril a junho). De acordo com a nova legislação, já no dia seguinte ao do aporte, as empresas deverão atuar com o novo quadro de horários e volume de veículos em circulação. Isso significa 19.203 viagens diárias nos dias úteis – frente ao número atual de 16.229. No período noturno (entre 0h e 3h59), o número de viagens deverá passar de 125 para 528. Quinze dias depois do pagamento da primeira parcela do subsídio às empresas, o número de viagens diárias deverá ser de no mínimo 21.708.
O prefeito de Belo Horizonte, Fuad Noman, destaca a importância da participação e empenho dos vereadores que contribuíram para que o projeto de lei fosse aprovado em tempo recorde na Câmara, entendendo a sua importância para restabelecer a qualidade de um serviço essencial para a população, beneficiando milhares de usuários do serviço de transporte coletivo da cidade. “Os ônibus voltarão a ter um número de viagens necessárias e, como consequência, a diminuição dos intervalos nos horários diurno e noturno. E o valor das passagens estará congelado até março de 2023”, destacou Fuad Noman.
Fuad garantiu, ainda, que a Prefeitura montou uma verdadeira “operação de guerra” para fiscalizar o cumprimento pelas empresas do número de viagens e dos horários dos ônibus. As informações serão disponibilizadas no portal da PBH, a partir do 5º dia de vigência do novo quadro de horários e serão atualizadas diariamente. Esta defasagem vai ocorrer para que se tenha o tempo necessário para a análise e consolidação dos dados coletados ao longo do dia para alimentação do sistema de divulgação.
O acompanhamento da circulação dos ônibus – o que inclui número de carros e horários – será feito no Centro Integração de Operações de Belo Horizonte (COP-BH) em tempo real e por fiscais que estarão nas ruas e terminais de ônibus. Qualquer divergência será verificada de imediato. Será levado em conta situações supervenientes, tais como fechamentos de vias por manifestações populares ou acidentes, o que impede o livre fluxo dos veículos.
